<p>Mumbai Housing and Area Development Authority, MHADA is known for providing affordable homes to families belonging to all income groups. The body runs various schemes under which flats are constructed and sold at reasonable prices through the medium of lottery.</p>
<p>Once again, applications for the purchase of 972 tenaments have been invited by MHADA. The registration of applicants will commence at 2 pm tomorrow, June 23 (Thursday) and end at 11:59 pm on July 24 (Friday). Interested applicants may submit Demand drafts at designated Axis Bank branches from June 24 to July 27.</p>

<p>While the cheapest houses available in this scheme are in Malvani, Malad with a carpet area of 16.72 square metres for Rs 8.17 lakh, the most expensive houses are located at Shailendra Nagar, Dahisar, priced at Rs 83, 86,000 and the carpet area of 78.47 square metres.</p>

<p>Shifting its focus to the Pradhan Mantri Awas Yojana (PMAY) to construct homes in semi-urban cities of the state, the MHADA in its financial budget tabled on March 28, has proposed to yearmark Rs 2,500 crore for the financial year 2016-17.</p>
<p>till now, MHADA under the lottery system, has constructed houses in major cities However, it has now started receiving proposals from various municipal corporations and zilla parishads of Maharashtra that include Pune, Nashik, Nagpur, Nanded and Aurangabad municipal corporations and Mhada’s Konkan Board for funding construction of <a title="house for sale in mumbai" href="http://shopsandhomes.com/" target="_blank">homes</a> under the PMAY model.</p>
<p>A senior MHADA official said that when it comes to allocating budget for construction of homes, the Centre’s PMAY should also be explored and represented equally. “Out of the Rs 3,000 crore set aside for the budget for FY 17, we plan to allocate Rs 2,500 crore for construction of homes under both lottery and PMAY schemes,” he added.</p>
<p>PMAY replaced the Rajiv Gandhi Awas Yojana (RGAY) on June 25, 2015. To address housing requirements of masses, the Central government has set four components in the yojana that include slum redevelopment by using land as resource, credit link subsidy where home loans will be given at an interest rate of 6.5 per cent for 15 years, followed by giving a subsidy of Rs 1.5 lakh and Rs 1 lakh for constructing houses in villages.</p>

<p>MHADA, the apex public body constituted under the MHADA Act, was established in 1977 under the Housing Department Government of Maharashtra with a comprehensive approach to housing problem in the state. Every year, MHADA conducts a lottery under Konkan Housing and Area Development Board.</p>
<p>The result for the most recent lottery will be declared at Rang Sharda Auditorium in <a title="property for sale in bandra" href="http://shopsandhomes.com/" target="_blank">Bandra</a> and will release 183 flats in <a title="flats for sale in thane" href="http://shopsandhomes.com/Mumbai/Thane/All/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">Thane</a>, 310 in Mira Road and 3,755 in <a title="property for sale in Virar" href="http://shopsandhomes.com/Mumbai/Virar/All/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">Virar</a>. 27 flats in Vengurla are also on MHADA’s list.</p>
<p>These flats range from Rs 4.37 lakh and go upto Rs 40.93 lakh. The apartments measure between 368 sq feet and 670 sq feet.</p>
<p>MHADA had received a great response from home buyers for this lottery when it was announced. Around 1, 34,124 people have applied for 4,275 homes in the three destinations in the Mumbai Metropolitan Region. This highlights the demand for and requirement of affordable <a title="homes for sale in mumbai" href="http://shopsandhomes.com/Mumbai/Mumbai-Central/All/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">homes in Mumbai</a>.</p>

<p>Now, Aadhaar-based e-registration of <a title="property for sale in mumbai" href="http://shopsandhomes.com/" target="_blank">property</a> transactions will help people file documents at their convenience, do away with the obligation of visiting government offices and being fleeced by agents and lawyers charging hefty fees. The department of registration and stamps plans to include more documents like allotment letters issued by the MHADA <a title="property for sale in mumbai" href="http://shopsandhomes.com/Mumbai/Mumbai-Central/All/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">Mumbai</a> board and mortgages in the list of papers that can be e-registered. The department has already allowed e-registration of leave and license agreements, first sale of flats by developers and allotment letters by the MHADA Konkan board.</p>
<p>The electronic registration is linked to biometric authentication through Aadhaar numbers and can be done at empanelled service providers. There are presently around 50 service providers in Mumbai which the department plans to increase to 200 by March 2016. By mid-October this year, around 300 leave and license documents were registered in Mumbai through e-registration.</p>
<p>The decision to include more documents in the process is an attempt towards boosting e-registration. The service providers will charge Rs700 for these services wherein Rs 150 will be paid to the department and remaining Rs 300 for home visits. For e-registration, both parties involved in the transaction need to be Aadhaar card holders. People with hardware like biometric fingerprint scanners and other requisite software can simply complete the process from the comfort of their homes.</p>
<p>&#8220;We are also planning to include registration of mortgage in the list of documents for e-registration. We have already allowed e-filing of the notice of mortgage,&#8221; said Dr Ramaswami N, inspector general of registration and controller of stamps.</p>
<p>The department is gradually making it mandatory to get leave and license agreements registered electronically rather than visiting sub-registrar offices for manual registration. The move has already been initiated in Mumbai with four offices to reduce footfalls in registrar offices.</p>

<p>Prakash Mehta, The state minister of housing, labour and mines had announced that Maharashtra is contemplating on opening up land parcels under the no-development zones as well as plots belonging to Indian defence personnel with a view to build affordable <a title="buy homes in mumbai" href="http://shopsandhomes.com/new-realestate-projects-in-Mumbai" target="_blank">houses in Mumbai</a>. “If needed the government will even look at the salt pan land, defence land, airports authority and BPT (Bombay Port Trust) for these projects,” said Mehta stressing on the need for affordable housing in the financial capital.</p>
<p>This exercise by MHADA to earmark land parcels for affordable housing projects holds significance in the backdrop of the government&#8217;s vision of achieving Housing for All by 2022. &#8220;We have identified these land parcels based on connectivity and infrastructure as well as availability of vital facilities like water supply that are prerequisites for conception of housing projects there,&#8221; said SS Zende, vice president and chief executive officer of  MHADA.</p>
<p>The bulk of expenditure for any real estate project which is the cost of land is least in this case since these land parcels are being allotted to the state housing authority by the government itself. The process of planning and drawing of a roadmap for these housing projects will be initiated after the land is allotted.</p>

<p>A one of the Top most Real Estate Developer from Kalyan, Mumbai where construction is on its boom in recent years, has moved to Bombay High Court to get the permission to continue with few of the new residential and commercial projects . In present, Bombay HC has put the stay on all the new construction in <a title="new projects in Kalyan" href="http://www.shopsandhomes.com/new-realestate-projects-in-Kalyan" target="_blank">Kalyan </a>area.</p>
<p>On April 13, 2015 the Bombay HC had put the stay on new construction permission, until local Municipal Corporation clears the issue of solid waste management which is pending from very long time. On the hearing of PIL, which were filled by KD Gokhale and few others in Bombay HC in the year 2009, to highlight the plan to setup a solid waste management treatment plan for 15 years. In the process of hearing, a bench of Justice V L Achliya and Justice N H Patil ordered the MPCB (Maharashtra Pollution Control Board) to bring the civic officials to book and get the KDMC (Kalyan <a title="Buy Property in Dombivili" href="http://shopsandhomes.com/Mumbai/Property-for-Sale-in-Dombivli" target="_blank">Dombivli </a>Muncipal Corportaion) and MMRDA on one platform to resolve the issue of solid waste management.</p>
<p>However; the <a title="Tycoons " href="http://tycoonscentralpark.com" target="_blank">Tycoons </a>Avanti Projects LLP, and its partner Shrikant D Shitole, sought to intervene the whole hearing procedure in the PIL which was scheduled on Tuesday. S D Shitole, who is the real estate developer in the fastest growing Kalyan region from last 14 years, pointed out that Bombay HC is in effect by putting the whole development process and end users in the limbo without any fault. The plea is all about to direct the KMDC to consider his application which was submitted on the date October 2104 on merits and issue of commencement of certification.</p>
<p>A projects at <a href="http://shopsandhomes.com/Mumbai/Kalyan/Khadakpada/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">Godrej Hill </a>is about to complete, the his plea added that one more redevelopment agreement with Chikanghar Shantidhoot Co orerative Society for the low and middle class income group is ready to pay the stamp duty of Rs. 1.6 crore and it is pending while it is situated just opposite to <a href="http://shopsandhomes.com/Mumbai/Kalyan/Khadakpada/Property-for-Sale/any-BHK-any-any-to-any" target="_blank">Birla Colleg</a>e where more than 180 tenants had been shifted in last two years of duration. Whereas; for another project Shitole stated that he paid more than Rs. 33.44 crore FSI as premium to MHADA in the month of November 2014. Bombay HC, stated that “Urbanization calls for a planned approach”.</p>
<p>According to recent data of real estate sector it’s clear that KDMC is an upcoming urban area in Mumbai. If corporation will continue to sanction the construction projects in the area without any impact assessments surveys, so it would be the additional burden on current infrastructure which is well develop and suitable for current situation, the bench of Justice said. However; the garbage waste is bound to increase as per the increase in the projects of construction. And it’s the duty of municipal authorities to make and change the necessary changes in infrastructure to get all the desired civic amenities which is available for their citizens. There should be an action plan chalked out by the authorities of corporation as we have noticed that issue has not been taken seriously by appreciate authorities and it shows that how a grim situation has emerged today.</p>

<p>If there will be any irregularities in the construction of residential units under the Slum Rehabilitation Scheme, so the action will be initiated within 24 hours of receipt of cheating complaints by the buyers of Slum Rehabilitation Scheme, said Prakash Mehta, Maharashtra Housing Minister. The more he added that the developer was fined because it was found that he was engaged in malpractices and it could increase from present fine which is Rs. 24 lakh if necessary. Maharashtra Housing Minister, Prakash Mehta was replying to the queries about the irregularities complaints which are pending SRA schemes.</p>
<p>Prakash Binsale, MLC of NCP asked that if state government is going to take any action against official authorities then who will be responsible for delay in SRA projects. He also requested that the entire schemes should be implemented by MHADA.</p>
<p>In reply Prakash Mehta, who is Housing Minister, stated that “Total 96 projects on MHADA land and 129 projects on BMC land are pending as concern officials haven’t submitted proposals. However, In December 2014, CM of Maharashtra Devendra Fadnavis took meeting of all SRA officials and it was first meeting after 13 years so few issues have come up lime light. Most of the MHADA officials accepted that there was no progress in any project in last three years. And now state government is thinking that justice should be done as slum dwellers as awaiting for it and action will be taken against every official without delay if we find instances of cheating.</p>
<p>The present amount of fine which will be levied on developers is approx, Rs. 24 lakh but government will not hesitate to increase the amount of fine if it will be essential. Till now government has fined K K Construction with the fine amount of Rs 24 lakh and recently complaint has been lodged at Mulund Police station against Arihant Construction Company. In last one year the action has been taken against 11 real estate developers. The minister added that government will formulate an ethical and comprehensive policy for Housing and real estate market, though which all the issues of SRA would be addressed regularly.</p>
<p>However, Devendra Fadnavis &#8211; CM of Maharashtra has already announced that soon he will bring new Housing policy and after that all the SRA issues will be addressed as per that policy. Whereas; Metha added that, we are inviting opinions from all the concern members.</p>

<p>After facing a lot of opposition from real estate developers, the state government is implemented the affordable housing policy in city, which stipulated that certain portion of the plots will be kept to build low-cost homes free of cost.</p>
<p>This amendment was proposed by the urban development department by stating that real estate builders no longer have to carve out more than 20 per cent of their plots for public housing. Instead of that they can construct the cheaper tenements anywhere within the same administrative ward to cater the need of affordable housing in the city. But Housing experts questioned, the move is pointing out not many builders have plots in the same ward. . &#8220;Will developers be forced to buy another plot to construct these tenements?&#8221; asked industry insiders. In notice it was issued on Monday that, the government offered 50% free floor space index (FSI) to all real estate developers to build tenements on alternative plots in the same ward.</p>
<p>But real estate builder are in the mood to oppose this move because the Slum Rehabilitation Authority (SRA) provision already allows them to provide tenements in faraway wards. The mandatory 20 per cent affordable housing scheme will also apply on housing society redevelopment projects where the existing flats are less than 600 sq ft. If the existing flats are on the area more than 600sq ft, so real estate builders have to construct the additional tenements but need not hand them over to the state housing authority, Mhada. “It will be constructing either in a separate block or in a separate wing in the same building and allotted to the housing society for use as &#8216;service quarters&#8217;,&#8221; indicated the notice. This may complicate the certain things, as it will lead to tussles among housing society members on who should be allotted these tenements,&#8221; stated by the member of a housing society. So the department has proposed a 300 per cent premium on the &#8220;applicable rate&#8221; to be paid by the society if these service quarters are sold to outsiders.</p>
<p>The state government has clarified that 20 per cent for affordable housing will not be applicable to redevelopment projects for old and dilapidated buildings, clusters, slums, Mhada colonies and on defunct industry land. In these schemes more than 20 per cent of the basic zonal FSI is already utilized for low cost housing, it said. In <a href="http://shopsandhomes.com/all-central-western-harbour-property-in-mumbai" target="_blank">Mumbai </a>lack of affordable housing has reached to a crisis point as public agencies such as; Mhada able to build around 2.8 lakh tenements in the past 15 years. In past two decades SRA has provided 1.6 lakh tenements, a report released by NGO Praja in December 2014, showed that different public agencies such as; MMRDA, Mhada and SRA have been able to provide around 3.1 lakh homes between 1995 and 2014, of which 1.1 lakh tenements are still under construction.</p>
<p>Neera Adarkar, a architect and urban researcher stated that an average salaried person can no longer afford to buy a home in Mumbai. “A few years before during recession, when real estate developers could not sell their luxury apartments, they divided them into four parts and started selling homes of 500 sq ft each. This is not what affordable housing is about,&#8221; she said. In 2013, the report by Knight Frank (a global realty consultancy, listed Mumbai) indicated that the most unaffordable housing market in the country with 29 per cent of its under-construction dwelling units exceeding the Rs 1crore mark. We all know that in Mumbai the relentless price rise and higher concentration of premium projects had limited the purchasing ability of home buyers, it added.</p>
<p>Pankaj Kapoor, who is a property researcher in farm Liases Foras, stated that, “Affordable homes are only available 50km away from Mumbai, but even in these far-flung regions, 60 per cent to 70 per cent of the homes or flats or apartments have been sold to investors and not to the end-users&#8221;</p>

The Maharashtra Housing and Area Development Authority (MHADA) has chalked out a comprehensive joint venture plan with private land owners as well as real estate developers in Mumbai and the rest of Maharashtra to make more land available for construction of affordable homes for people.</p>
<p>With a view to bring residential property prices down, MHADA has announced the scheme of joint venture with private property developers. The move is expected to create an affordable housing stock in Mumbai and Thane urban conglomerate where the residential property rates have touched sky-high.</p>
<p>As a special concession to the house building authority, the Maharashtra government has announced that the MHADA will get 2.5Floor Space Index (FSI). As per the technical definition, the ‘affordable houses’ are those having an area admeasuring 27.88sq.mtr carpet area for Economically Weaker Section (EWS), upto 45sq.mtr carpet area for Lower Income Group(LIG) and upto 80 sq.mtr carpet area for Middle Income Group(MIG).</p>
<p><strong>Joint Venture Scheme:</strong></p>
<p>Based on the above Developmental Control Rule (DCR), MHADA’s scheme of joint venture with private participation is expected to yield desired results. If land owners or developers who have a minimum of 2000 sq.mtr. plot area and who agree to  transfer their land in the name of the MHADA, the housing body will get higher FSI in respect of schemes in <a href="http://shopsandhomes.com/all-central-western-harbour-property-in-mumbai" target="_blank">Mumbai</a>, <a href="http://shopsandhomes.com/Property-for-Sale-in-Thane-any-BHK-any-any-to-any" target="_blank">Thane</a>, <a href="http://shopsandhomes.com/Property-for-Sale-in-Kalyan-any-BHK-any-any-to-any" target="_blank">Kalyan</a>-<a href="http://shopsandhomes.com/Property-for-Sale-in-Dombivli-any-BHK-any-any-to-any" target="_blank">Dombivali</a>, <a href="http://shopsandhomes.com/Property-for-Sale-in-Bhiwandi-any-BHK-any-any-to-any" target="_blank">Bhivandi</a>-Nijampur, Pune, Solapur, Kholhapur, Nashik, Malegaon, Dhule, Jalgaon, Ahmadnagar, Aurangabad, Nanded and Nagpur Municipal jurisdiction. The move is clearly intended to create affordable housing stock in these metro cities of Maharashtra.</p>
<p>As per the formulation of this scheme, a fifty-fifty formula will be worked out between MHADA &amp; developer to avail the 2.5FSI of the additional FSI over the existing zonal FSI.</p>
<p>Accordingly, the developer will hand over this FSI to MHADA in a built up form for which the latter will pay cost of construction to developer based on District Schedule of Rate (DSR) towards construction cost or the developer will have the option to carve out the proportional land of MHADA share to enable the government housing agency to ensure implementation of this scheme. In return, the developer will be eligible to use balance additional 50% FSI for his scheme. Thus, total FSI to developer would include zonal FSI plus50% additional FSI.</p>
<p>Soon MHADA will sign a memorandum of understanding with the private property owners in Mumbai and Thane for such joint development, said sources adding that this measure will free up a lot of space for development of real estate in Mumbai’s eastern as well as western suburbs.</p>
